It may take an average of 4-6 weeks to apply for the work permit when hiring a first-time foreign domestic worker (FDW), including completing all the necessary paperwork and bringing the maid home. If your need for caregiving help is urgent, this long wait can be exasperating and nerve-racking. Fortunately, there is one scheme you can consider to hire a helper at a faster rate.

Started in August 2016, the Ministry of Manpower has launched the Advance Placement Scheme. Under this program, participating maid agencies are allowed to bring in foreign domestic helpers for faster placement and better matching with compatible households who urgently need.

What is the Advance Placement Scheme?

The Advance Placement Scheme (APS) for Maids is a Ministry of Manpower (MOM) pilot scheme that enable faster placement and better pairing of migrant domestic workers with employers that has immediate caregiving needs. This programme is accessible to employers who are taking on a maid to look after an infant or child, senior elderly, or disabled person with impairment living in the same registered residence. Under the Advance Placement Scheme, employers can meet with potential maids in person for a face-to-face interview to gain a better insight into their abilities. The interviews with prospective FDWs to talk to the maids directly decreases the likelihood of any misconceptions about their duties, which could result in disputes. Moreover, since these foreign domestic workers are already in Singapore, FDWs can also be deployed to the households within a few days rather than taking several months. This makes it ideal for those who need an immediate solution, such as families with a newborn or those needing to find a substitute caregiver for their elderly parents or someone requiring assistance after being discharged from the hospital.

Who is eligible for the Advance Placement Scheme?

In order to be eligible for the APS, you must first qualify for the FDW Concessionary Levy Scheme. This program is available exclusively to Singapore citizens and they must meet one of these requirements:

• Having a child or grandchild aged 16 or younger
• If you or your spouse is a Singaporean citizen aged 67 years old or older, living at the same registered address
• If you or your spouse have an elderly parent, parent-in-law, grandparent, or grandparent-in-law who is a Singaporean citizen aged 67 years or above living together with you
• If any family member has an ongoing medical condition that necessitates them to be assisted in at least one activity of daily living (ADL) including showering, feeding, dressing, and toileting

This FDW Concessionary Levy Scheme applies if you are an elderly person or have a child, elderly person, or someone with a medical condition who requires assistance with at least one of the activities of daily living (ADL) and resides in the same registered address as you. Once get levy concession is approved, you will be eligible for a concessionary rate of $60 a month instead of $300 and qualify for APS.

Is there a surcharge if I get an Advance Placement Scheme caregiver?

The Advance Placement Scheme (APS) is a special scheme approved by MOM in assisting families in Singapore who have urgent needs for elderly care and infant or childcare with participating Employment Agencies. Under this scheme, Employer will be able to select readily available helpers without having long waiting time from their country of origin. Employer engaging helpers from this scheme will be required to pay for all necessary levies and other cost/fees associated with hiring a foreign migrant worker. This includes the Security Bond, Work Permit fee, and Miscellaneous Fee.
